Layoffs data are based on mass layoff events in the WARN notices. The WARN act requires businesses with 100 or more full-time workers must issue advance layoff notices if they plan to lay off at least 50 employees. The notices should be handed to employees and submitted to the Department of Labor 60 days in advance. The number of employees notified with layoffs has declined in September, and so is the number of employees laid off based on previous notices.
